Can a Shimano crankset (24 mm spindle) be used on a PF30 shell?

Yes, with an adapter bottom bracket. The PF30 has a 46 mm internal diameter and was designed for 30 mm spindles, but PF30→24 mm bottom brackets exist that let you fit Shimano 24 mm spindle cranksets. Check the shell width (e.g. 68 mm road).

BB30 / PF30 30 mm spindle standards: BB30 (direct-fit bearings, Ø 42 mm) and PF30 (bearings in pressed cups, Ø 46 mm). BSA / English threaded (68/73 mm) A threaded bottom bracket shell, 1.37" x 24 tpi. The most reliable and quietest standard.
